There are no "roaming charges" here.
In fact, there are no extra charge of any kind here.
The only way to receive a service (be it extra data, long-distance to selected countries, mobile services in the USA) is to subscribe to the applicable add-on beforehand to receive such services.
The great thing about pre-paid services is there are never, ever, any surprise or extra charges for anything so don't ever worry about overages or those charges.
They just don't happen.

Yes, the Canada-US plan will allow you to use your phone in the US just like you can while at home.
Just check to see if your phone is VoLTE enabled:

Otherwise you’ll have to make sure that you connect to T-Mobile in order for your calling to work as all other US carriers no longer support 3G for calling. T-Mobile uses their 2G GSM if your phone doesn’t support VoLTE.
