The short answer: You can't. While the instructions provided by Softech will make it so that you don't have to go through the process for every log in to your Public Mobile Self Serve account, 2FA authentication would still be enabled if attempting to make changes within the account.

I personally leave this 2FA option enabled.
I never, ever visit Public Mobile or Self-Serve on my phone. So there's no way anyone else who somehow has access to my phone could know my Self-Serve account number or to even know that I subscribe to Public Mobile. The phone banner itself just says "Telus 3G" or "Telus LTE" when it's turned on.
I never, ever keep anything from Public Mobile in my email boxes. Immediately binned and deleted forever once I'm done with them. So there's no way anyone else who somehow has access to my email account could know I use it for Public Mobile.
If, somehow, someone else tries (successfully or not) to login to my Self-Serve account, I will always know from my phone or my email quick enough. They cannot even disable the 2FA option without using (and triggering) it at least once to login.

@John-81 you can disable it by logging into My Account, Profile page and disable "Two-form factor Authentication" there
