Hello,
I have a Pixel 3A. I recently upgraded to Android 11, and since that upgrade I'm unable to send or receive any pictures or videos in the messing app. When trying to send, it just get stuck attempting to send indefinitely, and it never completes. This all worked fine in Android 10. I'm not sure if some Public Mobile network settings got wiped out during the upgrade, or if it's simply broken because of the OS update. Any ideas?

I tried turning the phone on and off. It did not help.

I compared my APN settings. They are a little different than on the page that was referenced. But mostly the same. Here, the differences I noted:
MMSC proxy: does not exist in my settings
- on my phone, have MMS proxy. This is set to mmscproxy.mobility.ca
MMS port: Mine was 8799. I changed it to 80.
Mine has APN type: default,mms,supl,hipri,fota,ia
Mine has APN protocol: V4
Mine has MVNO typ: GID
Mine has MVNO valu: 4D4F
After making the 1 change re: the MMS port, it has not helped.

did you try and turn the phone of and back on again

I can understand your frustrations with this. Can you try the steps below on top of restarting your phone and checking your APN settings.

@Notre reset your network settings
open settings
scroll down to system
tap on reset options
tap reset wifi,mobile & Bluetooth
tap reset settings and restart
try uninstalling and reinstalling the messages app. if all your troubleshooting efforts have failed, you will most likely need to factory reset the phone.

I have a feeling that the update might have changed or blanked out your APN settings. Compare with: https://www.publicmobile.ca/en/on/get-help/articles/set-up-data-on-an-android-phone
