That is one of the good things about prepaid - no insane surprise gouging on data/roaming or long distance!!

As soon as he leaves Canada, his PM services will stop. Tell him to disable Autopay until he returns home...then his plan won't keep renewing while he's gone.
Tell him to go to app store and get free voip app called TextNow. With it, he'll get a free CDn phone number..he can call and text most any US and Cdn numbers for free using local wifi. You'll be able to call and text him for gratis as well. Seems like wifi is everywhere ...might just have to ask for password.
Alternative is to get a local sim and a cheap plan in the area he's in. He'll be able to call / text home...no charge for you to answer his call. You can then text him for free, but you'd need a long distance add-on in order to be able to place a call to his new number.
Does sound like there some attractively priced european plans so that might be best option.

@Curry5 Yes, Wifi will work on your phone. So, you can access interenet
So, if you use the VoIP App I mentioned above, you can use Wifi to make calls using the VoIP app
But again, you won't receive calls and text sent to your PM phone number

With just PM service Nothing will work in Germany.
Let him buy local SIM card if he needs to communicate with German/European numbers. He can even look for SIM with international calls/SMS if he has to call back home.

@Curry5 You will have to buy local prepaid Data in Germany. If you want to prepare ahead, some local mobile shops in Canada will sell travel data sim which can be used over there. So, you can buy it ahead
To assure free calls back to Canada, you can use VoIP app like TextNow. They will give you a regular 10 digits number and people can call that number like any other numbers
Since there is no PM roaming service there, you won't be receiving 2FA text over there. So, if your son is expecting to access Banks or email website, make sure the 2FA settings is changed to email or Authenticator app and don't use SMS or Voice calls to receive 2FA security code

If he is not going to US, then you cannot do anything as PM does not provide service outside of North America.
For US you would need US add-on which are valid for 10 days - 240 hours from the moment of purchase.

Where is your son traveling? Across Canada? United states? Elsewhere?
Public mobile only offers international roaming to the United States. Your son would need to purchase a 10 day US roaming package. Otherwise, Public mobile does not offer international roaming to any other countries.

@Curry5 PM only has roaming in US.
So, if your son is going to US, you can consider adding these roaming:
US Roaming
Bundle - US Roaming - Talk Text (10-day) - $15.00 (10 Reward points)
Bundle - US Roaming - Talk Text 250 Data (10-day) - $20.00 (15 Reward points)
Data - US Roaming - 1 GB Data (10-day) - $20.00 (15 Reward points)
Data - US Roaming - 250 MB Data (10-day) - $10.00 (5 Reward points)
Data - US Roaming - 500 MB Data (10-day) - $15.00 (10 Reward points)
Text - US Roaming - Unlimited Text (10-day) - $8.00 (5 Reward points)
Talk - US Roaming - Unlimited Talk (10-day) - $8.00 (5 Reward points)
But if you are going elsewhere , there is no roaming for PM at all and you will have to rely on local prepaid data over there
