I have purchased Telcel SIM cards at OXXO stores before, buy a SIM card ($30 pesos) and a plan like "Amigo sin limite 100" ($100 pesos MX) It has Unlimited North America calling and text and 1.3 Gb data, for 15 dias.

Have it both ways...put one of these apps on (Fongo's nice because you'll be able to call to/receive calls from real Canadian #s, no roaming to worry about) and pop in a SIM so you have data coverage. Yes, you can use these on WiFi, but if you don't have access, data's your only other option.

Yes, you can buy Telcel sim cards at any OXXO corner store (the ones from ebay/amazon often don't work) and they cost about $3.

Given your phone is unlocked, of course.

Yes a Mexico sim if phone is unlocked. PM only offers roaming add-ons for USA . You can use a local sim or look into app options.

Textnow is great. Free calling to Canada and USA numbers over wifi. You get a Canadian number in your area code. You can text call for free and people can even leave you a voicemail if you're not online.

Download it and test it out.
