If you have an iphone then in imessage turn on send as sms and send as mms. You should always be able to receive real sms texts as long as you're connected to cellular with active service.
If an Android then there is a chat option that you could turn off.

Text doesn't use data. If you don't want to use data, turn off iMessage and turn on SMS.

@Lhaha Yes if it’s iPhone and iMessage but if it is you can turn off iMessage and just do sms instead

ONLY if you use 3rd party app like apple's stuff you need data.
Native SMS does NOT require any wifi nor data to be sent/received. Only regular mobile service.
