My wife has the option of a $19 subscription plan for 1 Gb @ 4 G speed on her account. Why don't I get that same plan option on mine? The lowest option I get is $30 for 6Gb @ 4 G speed. I'm currently paying $25 for only 1 Gb @ 3G speed. These differences don't make sense to me!

They typically only offer plans/deals that are at a higher rate than you're currently paying. If you had the $15 plan, they would offer you the $19 plan so they can get you on a higher rate. Since you are currently on a $25 plan, they will only offer you plans that are more than $25

good question ! PM has changed the plan menu. Now the plan menu is tailored to individual plan. Now you can upgrade...but can't downgrade. Hopefully they change that soon.
added...she likely has the old $15 plan. If she "upgrades" to the $19 ...she won't be able to go backwards.
If you have the old $25 plan...you can only "upgrade" to the plans shown.
