Sky PRO-SELFIE data not working APN settings are greyed out.

How can we get Public Mobile/Telus to push the proper APN setting to our phones so we don't have to root them to change the APN setting in order to get data working.

Nothing I have tried after doing sixty hours of research and trying a multitude of different methods to set the apn or to root my phone.

This is due to a software limitation of the device. Not all devices running the same version of Android have this issue.  One way around this is to use a Roam Mobility or Freedom Mobile SIM card to change the settings and then to see if that gets the data working for your Public Mobile service.
