I have placed an sim card online order, it has been two weeks but I still have not received anything, and I no longer have time to wait. How can I get it refund ?

They won't refund SIM card purchases, @yaoalex (unless you DON'T receive it after several weeks... then they might)
Use this store locator to find a location which may sell one. Call ahead and ensure they have in stock. Then you'll have a spare when the one through Canada Post finally arrives - always a good idea for a spare in case original one becomes lost/stolen/damaged.
You can also use the spare to refer someone you know and each save some money!!!

@yaoalex Can take up to 3 weeks to arrive . If you need one sooner try Telus Koodo store for in person pick up or ask support for a update
