I just joined PM for my son and daughter. I signed up my son first and would like to use him as a referral when I sign up my daughter (which I haven’t done yet). I still need to port his number in from the previous provider but want to sign her up before the end of the month - is it better to refer before or after I port his number, I don’t want to make an error and lose the credit(s).
Also, do I have to make my daughter a brand new account or can I add her SIM to the same account as my son? I’d like to keep both lines under one account for ease of payment and still be eligible to receive credits for both lines.

It makes no difference if and when you change the first phone number. You just need to enter whichever number is active at the time for the existing account when activating the new account.

To use your son to refer your daughter you need to use the currently active working PM phone number (son's number) during activation of the new number (daughter's new line). Once the referral pairing is done both parties can change their numbers as the paring is done with respective account numbers, not phone numbers.
If it was me, I would set up son with temp number. Then use that temp number to refer daughter and create another new temp number. Once both accounts are working properly with temp numbers, then go ahead an port.
If you port your son's number right away and an issue arises, you may not be able to use his number to refer your daughter if his account is in limbo and time might run out on the deal.

To be on the safe side, I would port son's old number first.
Then use this number as referral.
Mobile-to-mobile port should be quick. Whereas the referral can take a day or longer to process. Hope all goes well.

I am assuming you are using the online sim activation portal to activate your children's sim cards. So, in the second stage of your sim card activation process, in which you can choose to port a number from another provider. What I did between my Aunt and me, (as we both switched over from another provider) was that I waited until my account was fully ported before I referred her as to minimize any chances of missing out on the referral credit.
So the way to go is to port your son's number completely (Try out the network on your son's phone and try out all the features to see if it was a successful port) and then go onto putting your son's phone number as a referral during your daughter's online sim card activation process.
And no it isn't possible to have multiple numbers or lines under a single public mobile account. You need to create two different accounts for that but you will still be able to add the same credit card to each of those accounts. I guess bookmarking the self-serve site and saving the passwords is the fastest way to go.

You can use your son's PM phone number to refer your daughter's account right away; before or after the port doesn't matter.
Yes, each account/SIM/Public Mobile number requires a separate email address and it's own account.

It's one account per line. I have both of my kids on plans, I used my email for one and my wife's email for the other. Sadly that's how they do it.
As for the port question... I'll let someone else answer that one, I wasn't smart enough to refer my kids to each other lol.
