What about text and data services? 

No known system wide outage. 

There have been intermittent talk disruptions for some customers since early March. Pubic mobile is rolling out VoLTE service. Might be a cause for some of the problem.

Maybe try rebooting your phone. Leave phone off for about 5 minutes

Turn airplane mode on, then off. 

For calling out, try add 1 or +1 in front of area code.

The overall service isn't down. If you haven't already done this, please first restart your device.
