put the sim card back to the old phone and check if it works
if it does, put it back to the new one. If still not work, try Reset All Networks first.
Still not work, try another working sim card from another carriers. If both working sim do not work , it is a phone problem
if you buy the iPhone via private sell, could be a blacklisted phone, check here
