It doesn't sound like your phone is locked. Confirming if your sim card works in another phone if possible is helpful but if pm is showing up in your settings then that probably isn't the issue. You probably just have to update your iPhone and the carrier settings as mentioned by @Jb456 . This can initially be done by connecting to wifi and checking for any Apple updates in the settings. Once you allow the phone to update you then connect to iTunes to update the carrier profile by signing in with your Apple id.

@Krista2 - Can you try your SIM into another compatible phone? This will rule out a phone or account/SIM issue.
If it works in another phone, just to be sure, check to make sure your phone is not blacklisted: https://www.devicecheck.ca/check-status-device-canada/
If not blacklisted, try:
*updating IOS software
*soft reset
*perhaps to a full back up, then and try a factory reset of the iphone 6 (last resort)

Try using in another device.
And try using another person's SIM in your device.
This will help troubleshoot device vs SIM issues.

Is your iPhone 6 unlocked? If not call the provider you got it from and ask them to unlock it. They will send an unlock request to the phone..then connect your phone with wire to computer and open Itunes to finalize the unlock and also do any carrier updates that iTunes pushes to your phone.
If you used a referral code for a $10 signup bonus that will be credited to your account within 72 hours of activation. Welcome to Public Mobile!

Sounds like you may need to get a replacement sim since you've fully activated properly, if you ported in you may need to troubleshoot that, others will assist.

@Krista2 so, you see any signal bars on top of the screen?
try to connect your iPhone to a computer, launch iTune and let it run all the updates, and most importantly, have it to download the latest Carrier Profile

@Krista2 Did you request to port in your number during activation? Is your iPhone 6 locked to any other carrier? If you can login to your self-serve account, what's the account status?
