Transferred number last night, and confirmed SMS, then installed SIM but phone does not register the installed SIM and cannot receive calls or text.

SIM not registered is not a number porting issue, so whether or not the customer has responded with a YES text message would not be a factor in fixing this. Also, even if the porting hasn't been completed, the Public Mobile SIM card should still be able to connect to the network.

where you got the iPhone from? private sell? if so, did you check if the phone is clean?

also, test if another sim from another carrier works
if your sim works, make sure iOS is updated and put back the PM sim to test

@GaryYork Have you tried rebooted the phone yet ? Try it if you haven’t already first . If still no luck engage support to fix
