HI @IsabelleC
it has been over 3 weeks, which is very late
Open ticket with PM CS agent and they can hopefully resend you a new one (first one likely lost)
at : https://publicmobile.ca/chatbot.
First Type: did not receive my sim card
Then click "Contact Us" ,
and then click "Click here to submit a ticket"
Another page will open and just follow: .
After ticket is submitted, make sure to check your Community Inbox(top right corner envelope icon) periodically for response from PM
If you have problems submitting a ticket, you can open ticket by private message (but this can take longer):

@IsabelleC Can take up to 3 weeks for SIM card to arrive if you need one sooner , call around to local Telus Koodo stores for in person pick up ..also you can ask support for a status update

It should have arrived by now. It could be lost in the mail so contact a CS_Agent by private message on the envelope icon above and ask for a replacement SIM.

Normally Public Mobile ships these regular Canada post mail, so if it goes beyond 10 working/business days since you ordered the SIM card, then I would suggest to reach out to Public Mobile Support to let them know.
Public Mobile Representatives customer support agents (CSA) can be contacted by either two methods, found here:
