test your sim card on another phone. if the sim works on another phone, then it shows that is NOT the SIM PUK you are looking for. Since it is not the sim card PUK code, it is correc that the PUK code you got from PM won't work. In such case, you might want to contact Samsung for the Samsung master code
(and alternative way to confirm that it is not the sim card PUK you need, you can test using another working sim from a friend and put into the Samsung phone. If you still get a PUK error, then it further confirm that you need to call Samsung for a master code to unlock)

I was able to get PUK Code from the support staff; however, the code for some reason did not work. After multiple tries, we decided the best course of action was to get a new eSIM.
Because the phone was effectively locked up without the PUK code, making it impossible to access Public Mobile app to add a new eSIM, we basically entered wrong PUK codes 10 times to permanently void the eSIM. Afterwards, we were able to unlock the device using device PIN, and proceeded to add a new eSIM

Thank you, it is a Samsung phone. It says SIM card is locked. Please enter PUK code. Please contact network provider for more details.

did you set a PIN protection on your sim card?

what was the exact error message? Depends on the message, you have to ask the PUK code from different places
If the message is “PIN unlock key (PUK)” or "Enter PUK Your SIM Card, SIM cannot be accessed" or on an iPhone's status bar showing "Locked SIM"

**Monitor your Community inbox (envelope icon on the top right) after the ticket is opened. CS Agent will reply to you there.
If the message is "SIM network unlock PIN" or "SIM ME lock code NP" or "SIM not Supported" or on an iPhone's About->Carrier Lock showing "SIM locked"
You have to ask the carrier where you got the phone from for the carrier help unlocking it.
