How do I release my email so I can use it for a new phone and number?

Since you can only use 1 email/1 account. 

You can download the PM app on the new phone and login to your account and to Account tab>Change Phone Number and pick a new number.

The one thing you didn't mention that I should have asked, are you keeping the old account still and starting a new one or are you keeping the other account and starting a secondary??

I don't think your can use Chatbot to create ticket, so you can submit  ticket by direct message:

Hello

If you can log in, create a ticket to a csa and see what they can do using the chatbot in bottom right corner and enter contact us.

If you can't log in, use this direct link and be prepared to identify yourself as the account holder. Also, be prepared as the wait time can be very long on the weekends.

However, there may be no need. What you can do, set up the new account with a new email address and password. Then, after 91 days is up with the other account, you can go into your profile and change it to the email you want as the system should actually delete it off the system. But the system isn't perfect and you may need csa help anyways so...  just another option I thought I'd mention.
