Refund on recent purchase on a sim cad

Hi I was wondering i just bought a public mobile sim card at the time  of writing this and found out I was getting a better plan with a different carrier. Now I don't know how can I get a refund because I haven't got the sim card yet.

If your friends don't want to switch, put it on Kijiji or something for less than what you paid for it and someone might buy it from you

As far as i know you can not get a refund and it says that When you are purchasing. Well that is what i noticed. I made the decision to purchase it anyway and take my chances. Convince one of your friends to buy it from you and switch to Public mobile.
