Same  thing here. I just subscribed Public Mobile using eSIM and got this same message. How do I fix this?

for some reason started working, but I will keep your info at hand in case it fails again.

Check APN:

Settings -> Cellular -> Cellular Data Network 

PERSONAL HOTSPOT / APN : sp.mb.com

and Leave Username and Password blank.

hi @8tor first, make sure iOS and Carrier Profile are both updated

then Roboot phone and Reset Network Settings

Now, test if data works itself.  If so, turn on hotspot and try
