What provider were you trying to port over a number from...are you sure the phone is not locked to them?
They should be able to unlock it for you, if so.

when your phone asks for a SIM network unlock PIN? It means your phone is network locked to the original network carrier. It can not be used with any other sim cards until it gets network unlocked by inserting a 8 or 16 digit unlock code.

so from where you getting original device them have to unlock for you for Free,
contact them.

@Shawnwaynecoo I understand you said this only happens after you speak to CS Agent, but PM would be locking you phone this way.
What brand is your phone and what exact error message?

Here is an explanation by one if the Oracles, Luddite.
SIM network PIN blocked. Enter SIM network PUK." is asking for the phone’s (often Samsung) “master code" after entering the wrong code too many times. Samsung and/or your previous carrier can give you this.
"SIM network unlock PIN" is asking for your previous carrier's unlock code - just contact them with your IMEI and they'll give it to you. If you enter this incorrectly too many times, you'll get the error message above.
“PIN unlock key (PUK)” is a SIM-specific code used to prevent unauthorised use of a SIM card.
The PIN (Personal Identification Number) enables secure access to the SIM card and network. It is provided with your SIM card.
If the PIN code is entered incorrectly 3 times, the phone is locked (except for emergency calls) and requires a PUK (Personal Unlock Key) to reactivate it.
Once the PUK is recovered and validated, you will be asked to choose a new PIN.

Caution! If the PUK is entered incorrectly ten times in a row, the SIM card becomes unusable.

What was the exact message? The phone asking for a "sim network pin" means that it's locked to someone else. Was your Public Mobile SIM card being used in that same phone previously?

The rule says that the carrier (if a Canadian carrier) needs to get the phone unlocked for you if it's locked to them. If your phone is asking for the SIM Network Unlock PIN, the phone is locked. Public Mobile can only help if your phone is locked to the Telus family of brands.

If your phone is asking for the SIM Network Unlock PIN when trying to use a Public Mobile SIM card, Public Mobile cannot assist. That would mean that your phone is locked to a different carrier. You would need to either contact the phone's original carrier, possibly the manufacturer, or purchase an unlocking code or service.
