just moved over to Public. My phone is still showing both carriers. I can phone and use data. I can receive text but can not sende. RCS chat is turn off and says it is disabled.

yes just reported to the porting. Will try removing the physical SIM instread of turning off and see if it changes
i am trying now to phycially remove the card and see if this works

I disable the first sime from my old carrier. when i call my old carrier is says it no longer has the number. Unsure if i should physically remove the SIM?

did not work. when i disable my old sim, reboot phone I still cannot turn on the RCS texting. Can not send text and calls go driectly to voice mail.
Had to turn on the sim again so that I can receive calls.

it can be because you still have 2 sim enabled.
But you have replied the porting request from your old carrier? if you did, then please disable your old carrier esim, and enable new PM sim and set the PM set as Primary, then Reboot phone and reset network settings

remove the old carrier sim card, or if it the old carrier sim is esim, disable it from Sim Manager or Settings->Cellular
Then put the PM sim card in the phone, or if eSIM, you should be good
Next, go to Sim Manager or Settings->Cellular and check if PM sim is showing there. Make sure the Public Mobile sim is enabled , or Turn on this line option is toggled on. Also, change the label to Primary
Reboot your phone and Reset network settings and test and confirm if all work or let us know of if any the following does not work: inbound and outbound calls, inbound and outbound text, mobile data.
