That site is not working right or biased. 

When I search plan with 50 minutes + 0 data + BYOD, it recommends $20 PM unlimited minutes plan as cheapest.

When I search plan with 0 minutes + 0 data + BYOD, it still recommends $20 PM unlimited minutes plan as cheapest..

For low usage, PM $10 plan 20 cents/minute beats Speakout 30 cents/minute rate.  The killer rate is the 200 minutes $8 add-on costs only 4 cents/minute.  Where are you going to find 4 cents/minute rate.  It is like a calling card rate without dialing long string of numbers.
