Problem Connecting to New S25+

I received my new S25+ but set up seems to require sim installation first. The phone will transfer esim side by side but Public Mobile says not to do that. Instead, download new esim.  Can't do that because no access to browser on new phone until sim card is set up. What is the best solution.

I am not nor I would EVER buy or obtain stolen or blacklisted phone.

This is just an example some people do not need SIM to use hardware.

if you are stuck with a blacklisted/stolen phone, DON'T settle to use it as a PDA.  While it is a long shot, go and chose the seller for a refund.  Or report it to the marketplace where you got it from, some marketplace will try to help.

Some people want to use smart phone as PDA and do not care network connection. WiFi will do everything they need, watch movies, talk to people (free voip), etc.

NO NEED to be connected to any network. They just want to enjoy fast CPU, memory, etc.

Why would they do that? On the S25 Ultra it's not like that. We were able to skip almost everything of the setup process. Weird. Should be the same for all phones of the 25 series.

Info provided was correct, but that was not a stupid move. It was intended to be a VERY VERY safe move.   It is to assure the phone is not a stolen one.  
Unlike Apple which requires an Apple ID to activate a phone, Samsung does not bound people in creating a Samsung account.  So Samsung makes sure the phone connects to a network and the network will cross check the device blacklist

And nothing stop people from not use 'phone' as a phone.  You just need a sim card to help to setup the phone first, then you can still remove the sim card after and continue to not use the 'phone' as a phone. 

You had no issue setting up S6 all the way to S10 as that is a recent policy.  It was around S20/Note 20 that Samsung started imposing this policy on all new Samsung phones.  But even with older phones like your S10, a sim is not required in the setup, but it will still trigger a factory reset after a sim is inserted

My friend bought the ultra and used a friend's physical sim card to set up the phone.

Once the set up was done, they removed it and inserted their own SIM card. All was good after that.

Not sure if it will work the same for eSIM?

Add: the Friends SIM was PM, but the other person was not a PM SIM.

Connecting to wifi does nothing. You can't even see the features of the phone, the built in apps, nothing.  Nothing will work unless a SIM card is inserted.

@GM16 yes, this is a requirement for all new phone setup for Samsung, NOT a PM requirement.  There used to be a workaround to bypass that and continue setup the phone. but people found out once a valid sim is inserted afterward, the phone would wipe itself for a fresh setup 

The only thing you can do is to borrow an active sim card from a friend, setup the phone and you can insert another sim card or download esim after

@Chalupa_Batman setting up the phone with wifi, download PM app and setup esim after is not allowed with the current Samsung new phone setup policy

Connect your new phone to WiFi? Download the Public Mobile app and purchase an eSIM that way. It's easy to do.
