I bought a sim card and a pre paid 70$plan in Toronto. I was told that I could use my phone in the USA. I have arrived in the States but my phone does not work. How can I make it work without buying a new plan?

If you are there beyond 10 days and it is more like a month or more...there are alternatives that will be much cheaper and more reliable. Local prepaid plans/sims in your location, etc.

How long are you in the US for? If it's for most of the next 30 days and the $70 plan will be wasted leave a detailed message for the CSA explaining how the merchant who activated the plan and service blatantly have you the wrong information. Ask to be switched to the $15 plan and to credit the the difference to your account balance. You can use the credit to purchase 10 day US Roaming add ons as needed and the balance can pay for your next renewal. You can schedule a change plan on next renewal to your preferred plan. Do you have any bonus data on your account from activation?
Be careful not to overlap two add ons with a talk feature or they cancel, each other out.

To pre-verify your account include in your private messaging only your full name, address, email, phone # and 4 digit acct pin #.

You were mis-informed. PM plans cannot be used in the US with their base plans.
You will need to purchase a US Roaming add on.
Log into your self-serve account and select the desired add-ons there.
