Generally, yes you can but there are some rules like phone number needs to still be active, and both carriers need to offer service in area.

Yes, but I suggest trying to put the Public Mobile SIM card into your phone first to see if your phone will accept/be able to process it, or if you`ll need to unlock your phone to use it. I had made the mistake of porting over my Rogers number to Public Mobile in the account set-up, but then my phone needed an unlock code to use the SIM and Rogers stopped providing service one I switched the carrier. As such, I was left without a working phone number (no SMS or phone calls) until this issue was resolved. Thankfully, I used Google Hangouts Dialer to make some calls. In case you find yourself in this kind of awkward and stressful situation, I`ve heard that TextNow is an app you can use for texting, too. (Can help on saving your SMS and phone calls when you can use WiFi and data instead!)
Hope this helps. (For more about getting an SIM network unlock code from Samsung, see here: https://productioncommunity.publicmobile.ca/t5/Discussions/Please-make-PUK-code-available-in-self-se... <-- this is if you bought your phone on your own, as in, not from Rogers or another carrier. If you did get it through a carrier, then you should contact that company to unlock your phone, which can be done via LiveChat if you`d rather not wait on the phone for an agent.)

You should note that if you are transferring from a Koodo prepaid plan you will need to select a new number at activation, create a Community account, and then send a private message to our Moderator Team here to complete the transfer to Public Mobile.

Here is some good info about porting a number https://productioncommunity.publicmobile.ca/t5/Announcements/How-to-port-your-number-to-Public-Mobil... and here as well: https://crtc.gc.ca/eng/phone/mobile/num.htm

Of course you can. Make sure not to close your account at your current carrier before you port your number.
