I have a feeling that you son responded Yes to the promotion text for the special $40 plan. You can check your son's phone to see whether that was done. Either by accident or purpose. Several customers in the past few months has had this happen especially for parents paying for a kids account.
You can change your plan back to the $15 plan at next renewal date. If you are absolutely sure that you or your son did not respond yes to the text, then you can contact customer service agent to further investigate.

What plan did you have and what plan do you have now?
PM will not change customers' plans out of blue.
You might accidentally replied Yes or similar when PM had promo over holidays.

use a laptop, use incognito mode...then log in to your account / Plan & Add-ons...you should see Current Plan detail.

it’s straight farward what I said I was paying 15 dollars a month for text unlimited 100 minutes call that’s my son phone now I just saw on my credit card 39 dollar’s and my plan is now 40 dollars I did not ask for this

More details would be helpful. Public mobile does not change plans without customer's knowledge.
However, there have been some recent promo texts from Public mobile to customers. The promo texts offered special deals (ie. $40 for 15 GB data) and the customer just needed to respond Yes to the text for the plan to be changed at next renewal.
Until things are sorted out, do not put a dispute with your credit card. It complicates things for your account going forward for your payments.
