I receive a text message showing there is an attachment, the message size and expiry date. I can only download it manually. I have set up the APN with Public mobile using this link http://productioncommunity.publicmobile.ca/t5/Phones-Hardware/How-do-I-setup-data-and-APN-on-my-Andr. Did not fix issue
Then followed these instructions: "In the APN settings, make one change.. scroll to "APN type" and enter "default,mms,supl" Save changes and restart your phone." Following these instructions it made the issue worse, as I could not download attachment at all, not even manually.
Using Sasmsung S10 purchased from PM.
Can you provide any suggestions?

Thanks for everyone's help with this. I downloaded a new messages app and that seemed to have resolved the issues.

did you try network reset?
If not working, you might want to do a Factory Reset of the phone. After Factory Reset, I would say try not to restore form the backup . test the phone first see how it goes (just in case the backup screw up the phone )

Switched sim cards and was able to received attachment on 2nd phone. Compared APN from both phones and they are the same. Going to try downloading a different message app to see if that works.

@Lezz : Screenshots are always best.
Samsung A31 running A11: standard texting app, 3 dots, Settings, More settings, Multimedia messages, Auto retrieve.
Some phones will cleverly flip in and out of mobile data when it sees an MMS. Others don't.The phone should notify you that an MMS is queued up. Then turn on data and tap the notification to download it. But some automatic options should reduce a step or two.

@Lezz Maybe try a network reset? and see how it goes?
Also, if you have a 2nd phone , try put the PM SIM there and see if it works, receiving mms and got the picture download automatically. If so, compare the APN from both phones

Yes, mobile data is on. Yes, I can access mobile data with my other apps.

Is your data working properly otherwise?
Maybe screenshot your APN setting. There might be a small error somewhere.

@Lezz first thing, is mobile data turn on?
and after changing the APN, your other app can still access mobile data?
