Phone just won't count *611 as a emergency number so i am unable to pay my bill its getting stressful i tried multiple different things nothing has fixed it so far

If the recording said "I'm sorry but we can't seem to find that phone number?" That is a telltale sign of an account that's been canceled and deactivated. If it's been done in error then pm can recreate it but accounts just don't cancel before 90 days unless you port your phone number out.
Public mobile has no retail presence other than the sale of payment vouchers and Sim cards (at corporate telus and koodo stores and select mobile klinik locations) so going to a phone store won't help with your current issue. You need to contact customer support and find out when your account was canceled as there have been a few cases of pm sending a warning email of an imminent account deactivation but mistakenly giving the customer more grace period than they actually have.....regardless $$ rewards accounts cannot be resurrected.
The only other possibility is an account suspended because of a chargeback and access is restricted. If you were the victim of a compromised card or for any other reason the card issuer reversed payment of prepaid mobile service then there are severe consequences even after restorative payment is made.
You can also ask the CSA if your phone number is retrievable. If it originally came from pm/koodo/telus then you can likely get your phone number assigned to your account once you acquire a new Sim card and activate a new account. I have mixed up my 90th day deadline as well so I understand your position.

Are you sure it is only 2 months and not 90 days?
If your account is suspended for 90 days or longer, your account will be closed, SIM will be useless and you will loss your number.
From what I can tell, this is your case.

I called the number with another phone and it said my phone doesn't exist and ended the call I'm just gonna go into a phone place in the morning but thanks for the helps

You may have an entirely different issue with your phone as you should be able to call 611 from your phone even when suspended. But to get your account reactivated call 1 855 4PUBLIC and enter your 10 digit phone #. You can pay by pm payment vouchers or if you know the 4 digit account pin# with the credit card on file. Or you can pay with an instant top up online at muskbird.com or similarly with RTP (real time payments) available at Canadian Tire gas bars or Esso/Mobil stations for a $1 fee.

Did you buy your phone brand new or from a reputable dealer? Have you tried putting someone else's working Sim card in the phone?

Phones only been off for 2 months i tried that number also says not a emergency number and I've tried to access my online but my pw isn't working tried to reset it and it won't send my email the code I'm stumped

You can also try to call and pay using 1-855-4PUBLIC from another line, then enter your phone number, it is the same as using *611
And, how long your phone has been suspended?

Clear the cache, cookie and go incognito on your browser before login and see what the status of your account.
If your account is suspended, you should still be able to dial 611.
If you haven’t kept up with payment over 90 days, your account is closed, SIM is useless and number lost.

Try logging into self service. Clear your browser cache first and then open a new browser window in incognito.
