Hello,
The shipment of my phone and sim card is delayed because UPS needs my physical address and not my box number. I called UPS today and said that I need to contact Public Mobility to have them contact UPS with my physical address.
Who can I contact at Public Mobility to do this?

Shipments to a PO Box can be signed for just as any other package can be. In fact, it's actually more secure because PO boxes are contained within a post office and the signature required request is a lot less likely to be ignored as they have been since the start of COVID-19. The person working at the post office asks for the signature at the counter (the package never physically goes into the PO box). However, the package must be sent by Canada Post.
As for UPS leaving a pickup card in the PO Box, this isn't possbile as they do not have access to these facilities. They would not have a key to the box and Canada Post will nto allow UPS to leave a pickup card with the post office worker. UPS would have to actually mail the pickup notice through the Canada Post mail system which they won't do. Further to this, this isn't specific to UPS and as I was saying earlier, only Canada Post has access to a PO Box. The moment any shipping company other than Canada post (UPS, Fedex, Purolator, Canpar, etc.) detects a PO Box address, it's automatically treated as an invalid address.

I'm not sure which team member handles the CPO program, but I've been seeing repeated instances of the Public Mobile fulfillment centre using United Parcel Service to ship to a PO Box address. As you know, only Canada Post is the only shipping company in the country who can deliver to a PO Box. This appears to be a training issue at the shipping department and should never happen.
