Public only offer roaming for USA
you might want to get a local SIM when you are there, which is likely cheaper and offers you more data/talk time
Or look for travel SIM before you leave Canada. Many travel SIM works in Jamaica too

PM only offers roaming in the US. You would need to either purchase a local sim or use Wi-Fi apps like Textnow, Fongo, or Signal.
