As long as he is the Fido account holder, he will be able to transfer his number eventually.
I suggest you proceed to activate the SIM with a temporary number. Before starting the activation procedure it's best to clear your browser's cache and turn off any popup/ad blocker.
When you are sure the account has activated properly and you have calling/texting/data working, log back into your account and intitiate the transfer. If he purchased the phone at Fido/Rogers it must be unlocked to work on PM's network.

What provider is he on? Does he owe money? Subsidized phone maybe with a large balance?
