Why has my phone been deactivated while traveling through the USA? My account is in good standing.

if your account Status Active, then you need to purchase 10 day U.S. Roaming Package to you can use the service in U.S.
How To Purchasing Add-Ons using your Self-Serve account (publicmobile.ca)
after purchase successfully, Reboot device.

Do you mean your phone is not working while being in USA?
If you account says 'active' then your PM phone is in good standing and should work while in Canada BUT if you did not buy US add-on(s) then you will not have service while in US

Unlimited U.S. Talk, Text and 250MB Data Bundle = $20
Unlimited U.S. Talk and Text Bundle = $15
Unlimited U.S. Talk Only = $8
Unlimited U.S. Text Only = $8

There no Telus towers in the USA but if you purchased roaming, PM will switch to AT&T or T-Mobile towers to make your calls.

Did you purchase a 10 day US roaming package while in the USA?
Is your account status active or suspended?
You should be able to receive texts while in the USA without a roaming package. Otherwise, other services like call, data and outgoing texts needs a 10 day roaming package.

you need to buy US roaming addon to use the service is USA
