90% of incoming calls go straight to voicemail. Paying for data services and has never worked.

All settings have been checked. Even bought a new phone still no luck.

@rads Check you have not accidently blocked incoming calls, or turned on "Do Not Disturb".
Read through this article to troubleshoot your data issues: https://productioncommunity.publicmobile.ca/t5/Knowledge-Base/Setting-up-Data-APN-on-your-phone/ta-p.... Login to your account and see whether data still shows under Plans and add-ons. If not there, you've used all the data allowance or it's not part of your plan.
