Hi I was just curious if there was anyway to permanently banning a number from calling or me calling them through the provider. Since blocking doesn't seem to help me much.

Why doesn’t blocking work for you?
If an iPhone you can use Focus, Do Not Disturb and specify a phone number so your phone won’t ring BUT will show as a recent and allow voicemail. You can also make a contact for any like like “Don't Answer Obnoxious Salesperson” with the number you don’t want to hear from and you give it a specific ring notification.

Sadly Public Mobile is a basic service that offers very little bells and whiles. Even though Call Control offered by Telus to their customers should be mandatory for all their services.
For now, look into TrueCaller app for Android or iPhone.

Sorry not with PM. there is no network level ban here. I am not sure if other carriers provide that either
you probably know if you do a device level ban, the calls will still go to the voicemail and that is the best you can do
