When the account is suspended, I don't think plan change is possible. You could message initiate a support ticket to do the plan change by clicking the chat symbol on the lower right corner of the website.

How do I get ahold of the moderator

It's kinda goofy but the process is supposedly the other way...change first then pay. So it seems perhaps you have to contact the moderators. You absolutely should be able to change plans at the moment.

My data ran out 2 weeks ago. My plan expired today and I put enough in my account to choose the 15 dollar plan cause it’s all I can afford and it won’t change the amount owed so I can proceed with payment

my service got cut today. So your telling me I can’t change plans to one that I can afford?

This is because the option for an immediate plan change is being selected. if you do this, you must pay the $15 now, and the $50 already paid and the remaining time left from the $50 plan will be lost. To avoid, this schedule for the system to make the change for you at the time of the next renewal.
When you say just ran out, do you mean that you ran out of data or that the plan just expired and went into the new billing cycle and renewed? If it did, now would be the worst time to perform an immediate plan change. Are you seeing some type of error message while trying to make this change?
