You paid for a recharge.com voucher + their service fee. Then you manually topped up your account? Are these the two charges you see on your card? The recharge voucher is not an automatic payment. You still have to add the 12 digit PIN # to your account via 611 or your self serve. Does your voucher look similar to the one below?

Are you paying for another account? Did you possibly do a plan change? Is one of the charges still in a Pending status?

Top up payments are non refundable though customer support will consider it on a case by case basis if it will cause you financial hardship for example. Refunds take up to 30 days to be processed back to your card.
The recharge voucher is also non refundable. It's best to just load it on your account for use on your next renewal. Here is the info from recharge.com.
Can I get my money back?
We do not give money back after purchase. This is because we send out the code immediately and have no way of checking if the code has already been used now or in the future. We always ask for consent to waive your right of withdrawal when you purchase a product on our site.
Do you have reason to believe the code we provided to you is faulty?
Please provide us with written proof from the supplier (an example of a supplier is Spotify or PlayStation). This is needed to ensure that we can arrange another code for you.

@jeandoll83 if you are talking about purchases you made with Recharge.com, then see their get help section here:
https://help.recharge.com/hc/en-us/?locale=en/ca
If you are talking about charges you made on your self serve or calling 611, then you could ask CSA. But really, as @softech says probably best to leave for future renewals, unless you are in real need for the funds.
Public Mobile Representatives customer support agents (CSA) can be contacted by either two methods, found here:

@jeandoll83 you might want to remove your phone number on the post. We are just customers here and this is an open forum, it's better not to put your phone number
Do you see the amount you paid extra showing up as Available Fund? If so, it is best to leave it there and it can be used towards next renewal. PM usually do not refund as this is a prepaid provider. Even it agrees to do it, it will take a week or 2.
