When I call someone with an iPhone who does not have my contact saved, it displays under my number “Sarnia” but I don’t live there. It causes people to not answer my calls because they think that it is a scam call. I would like my outbound Caller Display to either read my name, or just nothing. Displaying the name of a city I don’t live in is a problem for me because I make a lot of phone calls. Any way to change this?

People you are calling have to have YOUR number in their address book in order to see your name and number.
PM provides only number.

looks like you must have a Sarnia phone number. Sound about right ? You can change your PM number to something local if you wish.

The name "Sarnia" was not sent by PM as it only sends phone number.
The name could be from different Caller ID lookup services. You have to contact those services and see why your number was put on the spam list by mistake.
If your friend using Samsung, then it uses Hiya service ( https://www.hiya.com/products-smart-call ). There are also different services like that. But if your friends uses a Samsung or Hiya service is used, you can ask Hiya to update the name entry for you number , just reach out to them directly here: https://hiyahelp.zendesk.com/hc/en-us/requests/new

PM only sends number and not name for call display
the reason people see the names because they have some number-name lookup app installed, some are installed as part of the OS, like Samsung offers that for free
So, nothing you can do other than ask your friend what lookup app they use
