I can't make Canada wide calls because Public Mobile says I'm out of minutes despite me being on an unlimited Canada wide plan?
Local calls work fine.
I've tried all the other things such as removing my sim, restarting my phone, putting a 1 in front of the number, etc. Nothing is working...

I've had this problem. I just waited an hour and it fixed itself.

If you have another phone around, test the PM sim there. By putting your sim card in another phone, it can force a re-provison and can resolve the problem
if that last test still not help, please engage support:

Start by typing "Submit a ticket", then click "Contact Us", then "Other", then "Log In", finally click "Click here to submit a ticket ↗"

usually reboot or putting a 1 would work. So, please contact support agent and ask them to refresh your account:
please submit a ticket with CS Agent using this Chatbot link: https://widget.telus.tiia.ai/publicmobile/publicmobile.html Type the question "Submit ticket", Then click the following in order: "Contact Us" , "Other", "Log In".
