Every time I attempt to view my plan the portal displays an error: "Oh no! It looks like something went wrong, but don’t panic." I've logged in/out several times. And when I click the change plan link I get a blank page with no ability to select a new plan.

Clearing cookies/cache should be enough if you don't want to switch to another browser.
Some script/malware blockers cause problems with secure sites. Avast can be terrible for this ("free" comes at a cost, lol) ... although oddly it also bundles in its own "secure browser" which works just fine for this sort of account login stuff.
Ghostery doesn't like Public Mobile's account login pages either, lol, I have to "pause/suspend" Ghostery whenever visiting them.

Switching to Internet Explorer resolved the issue, thank you. Chrome Incognito still has same issue.

I just tried and I'm not getting that (it's working for me).
If you need this done pretty quickly send a private message by clicking here and providing your email address, phone number and what you want done.
Edit: I should've said first to try what @NDesai suggests - incognito/private mode or a different browser. This is why he's an oracle!! 🙂

Try using incognito/private browsing mode or use another browser like Firefox or Chrome. I just tested and it works fine.
