I have been able to text all my contacts with issues up until today. This afternoon I texted one friend and it didn't go through at the same time I responded to another text and it went right through.
Once
I noticed the other text did not go through I tried again. Same thing. My husband suggested I try with data on and it went through. The strange thing is there was no pictures just one sentence.
Why could I text one person but not another ? Just curious as this is the first time this has happened.

@Dolphin1 Airplane mode disconnects your phone from all wireless services. By using when you're having connection issues allows your phone to "refresh" when it reconnects to available services.

Once I put it in airplane mode for a few minutes and then turned it off it worked right away
Sorry if this is a silly question but what does that do ? I'm new to all of this, so thank you for the quick fix

@Dolphin1 Check with the other party to ensure they did not port their number. If not, then go into settings, apps select the app you use for messages clear the cache and force stop thst app. Restart your phone and test again.

I can see 3 possibilities here:
1. Do you see both texts in the same conversation thread?
If not, you may be sending to the same recipient, but one message might be going to their phone and the other one to their email (which would require data).
2. Was your text message particularly long (more than a few hundred characters)?
If yes, it would need be sent as mms, which requires mobile data.
3. Did you type in the text message yourself?
If not, you may have copied or forwarded from another message which was originally sent as mms.
The advantage with public mobile is that data consumed for mms is included and does not count towards your plan.

@Dolphin1 RCS is Android's version of iMessage where messages can be sent over WiFi. But it doesn't sound like that is the problem in your case.

@Dolphin1 Do you or they use RCS? If yes, that might be the issue switch to SMS and see if it goes through.
What is RCS? When I text it says sms
