No pictures being received in text

I have gone to the community and the answers do not fix my issue. I was on Rogers until I switched to public mobile and pictures/emoji s bothe were received. Now none are received, only text with no graphics. I followed troubleshooting and APN IS GREYED out in my settings (I assume that is set in the sim) no changes can be made to any of my Access points settings. If  pictures cannot be sent then texting is virtually useless.

To send/receive MMS your DATA has to be on even though data will not be used.
