No SMS sent or received

Hello there! Looking for some help: My husband cannot send or receive SMS messages if he does not have Internet connection (data or wifi). From what I understand, SMS messages are not reliant on Internet, so what could be wrong? Thank you in advance!

@Vira543  Try resetting network settings . Also is it possible to try the SIM card in your phone and his in yours to test if it’s account related or a device issue

If this is an iphone then turn on send as sms and send as mms in imessage. If an Android then turn off RCS.
