I've tried resetting my APN, removing my SIM card, and rebooting my phone multiple times without any luck getting an MMS to send. I've also looked at several of the past threads with similar and tried various configurations that were proposed as a solution. What should my next step be?

you can try reseat the SIM card and Make sure your phone is off before removing your SIM card,
1. power off your device
2. take out the SIM card,
3. waiting a 1 minute,
4. put it back and power on,
5. toggling airplane mode off/on,
and do again Rebooting your phone,
*what is mean for Rebooting the phone means to turn off your phone and turn it back on again.
Go to Settings > General > Reset > Reset Network Settings.

Select the brand and model of your phone, After doing so, you will be provided with the exact APNs required for your phone on our network.
for iphone go to Settings > Messages > To turn iMessage on or off,
Turn your data on to send a Picture Messaging in world-wide,
if your data is off and your home internet wifi is on is not going through the Picture or a video Messaging,
you have to do this to is going through you will need to turn your data on to send a Picture or a video Messaging in world-wide,
make sure your Data is on.

Yes the make and model of phone and a screenshot of your APN settings would be extremely helpful. If its an LG phone you may need a network and/or factory reset.
Compare your APN to this one....make changes if needed and save.

You have to have DATA enabled in order to receive MMS.
Receiving/sending MMS will Not use your data allowance (as per plan). You might see some small amount of data used as OS and background apps might communicate over the Internet (updates, refresh, etc.) but it has nothing to do with MMS.

@phoneitin I assume you already have Mobile Data enabled.
Just want to confirm, what kind of phone do you have?
is this an issue after recent activation or change of phone? Or you have been with PM for sometime and it has been working well before on the same phone and just stopped working?

Try posting a screenshot of your APN settings. What brand and model of phone do you have ?
You may need to do a network reset.
