New subscriber's access to promotional offer for existing customer

I'm planning to invite a friend for Canada-US-Mexico with 60G for $35 plan.  But this plan doesn't seem available for new subscriber.  Would my friend be able to get this plan during the sign up/activate process?
Another question is about using hotspot.  I'm currently able to use hotspot for free.  Would new subscribers be able to use hotspot for free?  That is, make my phone be a hotspot and other devices can connect to internet via my phone.  Of course the usage would consume my data, but no other separate charge for this.

new customer can only opt for whichever plan is available at time of activation...but using your referral code, he gets a $10 credit applied within 72 hrs..usually less.

Hotspot is free on all Public Mobile plans as it's a function of your cell and uses your data or wifi.

yes, not all plans are available o everyone.

Ask your friend to subscribe a new plan cheaper than $35, maybe a $30 or $25 plan first. Then check My Account's Change Available plan to see if the $35 plan shows up.  if it does.  Ask him to use Change on Renewal option to schedule a plan change to that.  Do not use Change Now option to make the change or he will get double charged
