Please supply link to the new promo as I cannot find the new promo of $40 - 15GB - 4G speed link

1. Is the plan Province specific?

2. Apply only to new customers?

3. How do I sign for it?

It is there. You have to log in to your account and initiate plan change. Then $40/15GB will appear on right hand side of the screen (you have to scroll up/down).

This plan is not visible among regular plans.

...there are two $40 4G plans. Click the yellow arrow again to see the 15gb one..

Go to self service and when logged in choose Plans and Add-Ons. Then choose Change my plan under 4G and if you keep arrowing down you will see it. Not province specific.
