@Cdecock Won't dial out but does texting and data work? If any of it works, your phone isn't locked.

If it's a BRAND NEW phone, it shouldn't be locked to another carrier.
If you just recently activated with Public Mobile, give it a few hours. Try powering down device, removing SIM card, powering up device, insert SIM card.
Does that work?
IF you ported from another mobile company, and your port is not working, open a ticket for assistance here and type "port request" or call the porting team at ***

Was there is SIM inside the phone previous to yours?
Where did you get the phone from?
Is it a PUK message you are receiving?

Locked Phone? Contact your previous provider to unlock it for you.
You will need your imei number dial *#06# to get it.
