New customer.
Calls work.
Sms works for all recipients so far except one
recipient ********** on virginplus. Similarly, the recipient ********** calls and texts work except for with my number. Sending and receiving sms does not work for both my phone and ********** in either direction when trying to sms each other. Likely a problem with Public Mobile network settings, as ********** has no other issues.

As far as I know, it's pretty much SoP for porting numbers that the account needs to be active. I don't think that's gouging. You just left it too late.

Solved. Previous carrier freedom mobile refuses to port number because account is
"suspended". Do not owe them money. It was
prepaid and switched to public mobile day after month expired. It's called gauging.

Thanks for reply. Can call other phone successfully. The other phone works, except for sms with my phone and
has never had any technical issues previously. Other Public Mobile users
successfully sms the other number. Likely
some issue with new activation for my phone. Possibly
not working with entire Bell Network? So
far sms successful with Rogers and Telus
for my phone. Are there any known issues
for sms with Bell for new
activations?

Is that only one caller who cannot reach you? How about all other people calling or SMS you? Can they reach you and can you reach them with your PM number?
If it is only one hardly it can be PM's issue...
