I was on $15 monthly plan but after I added US roaming with 25 rewards points, it shows as $40 monthly subscription. Is it just for this month or will I be charged $40 a month next billing cycle onwards?

It looks OK to me. You're still on the $15 100 minute plan and you're not being charged the $40 plan. It looks to me like just a blip in the system. I see they charge your card early in the morning and then remove the funds hours later from the account. This is normal when it comes to billing. With regards to the $40 plan showing up, here is how to resolve it.
Go into your browser settings, enter Cache into the search. Clear the cache for the lifetime of the browser. Then close the entire browser, wait a few moments and re open it. Then go back into settings, open an Incognito Mode tab and log back in. This SHOULD clear up the picture that shows $40. If it's still there, then for sure create a ticket and get them to confirm it's in error and your price plan won't change.
Just a side note, keep an eye on offers from Public Mobile. A few weeks back, anyone who had the $15 100 minute plan 250mb data were offered $15 unlimited calling 500mb. Same price, just more to enjoy!

Do you have multiple accounts with PM? One of your family members has a $40 plan with PM?
Look like just a borrower cache problem. Please login My Account again using Incognito mode and you should see the correct plan details and price

Your plan shouldn’t have unless you upgrade on your account or reply to a text from PM for a promo deal.

To me, it sounds like the points didn't reflect and you actually purchased an add on with your credit card.
Take a look at your payment history here.

can you login My Account again using Incognito mode and check?
