I can’t login to my account
i have reset and yet it keeps saying that I have reached my maximum limit- the first time I attempted. I am trying to refer a friend and now unable to. Can I receive help on gaining access to my account please?

You may be 'locked' out.
Try waiting 30 minutes, THEN clearing all cache and cookies and try again.
If this still doesn't' work, contact the Customer Support Agents
To contact a Customer Support Agent, there are 2 methods:
Watch for their response in your Community private mailbox which will be indicated by a number on the small envelope icon to the left of your Community avatar.

After password reset, wait 15-20 min and try again with clean browser/incognito mode.

It says that I reached the maximum limit of tries even though I tried once and even reset password twice now

Clear all cache and cookies, open an incognito tab, then try again.
Alternatively, you might try from a different device on a different browser.
