I couldn't get Mobil data on my phone so I purchased a new phone and I'm still unable to get data working

this customer had the same prob a week ago and was given a few suggestions to try...he never did reply if any suggestions worked or not. Would be nice if he would continue dialogue with us so we can help or provide other guidance.

whar the problem?
generally, Reboot and Reset Network Settings
make sure you have Mobile data on
and check My Account and make sure you didn't use up the data
also, try your sim card on another phone

if you have a Canada / Mx / US plan you can use data while in any of those countries. Make sure you enable Roaming in cell settings. Don't worry about overages as there are none with Public Mobile. If you reach your data limit...it just stops until next regular plan renewal or you buy an inexpensive data add-on.

@GilbertParadis Check that you dont have a data limiter/block set on the phone. If the issue persists, you can open a ticket using the orange chat bubble on the bottom right of the screen and see if the Customer Service agent can reset your network settings from the back end

what phone do you have? the voice calls are working and just not data?
Try to Reset Network Settings on the phone.
If that still does not work, try updating the APN:
